Check for an obstruction in the cowling behind the handle in the cowl you use to pull the motor up to a tilt. The air passage has to be totally free for the motor to breathe.
I believe Richard A.White is making the upper seal puller for a 9.9/15. As Fleetwin said, that’s the best and easiest way to get the seal removed.
