3/4 turn on both ought to get it going. An interesting thing on that type carb is the slow speed needle screws IN to make it richer—-backwards from most carbs. Having said that, a FEW motors put left hand threads on the needle to correct for the backwards-ness. Not sure if this is one of those or not.
