Can someone tell me how to crimp the stainless staples I am reusing to fasten my new rubber seal to the cowling on my 1973 4 horse Evinrude?

why not just glue it with clear GOOP

Amazing GOOP 170035 Clear Marine Adhesive 109.4ml : Amazon.ca: Tools & Home Improvement

just prepare the surface  to remove oily residues and glue it

I use the original staples and  a small pair of pliers to get the bend started and then use another pair to get it tight.  It’s a bit of work but can be done without using any messy adhesives. The seal might have a wavy look to it when done but this can be fixed by using some super glue and small clamps to hold the seal tight to the hood while the glue cures. It might take a day or two but doing a little bit at a time will give you a professional looking result.

actually I never had any mess with using glue if applied properly, no need to smear the whole thing  a small spot of glue at intervals will secure the trim in place.  Black Goop can be used if worried about any ” clear”  Goop  showing up.
