I have been mechanically restoring a 1940 Evinrude Sportwin 3.3 model 4355. I have it cleaned up and running, however the throttle wont stay in positon, as soon as I let go it returns to the off position. I can’t figure out how to tighten up the throttle level. Any advice on making this adjustment?

Take off the front cover and look under the magneto base plate. You will see under there, close to the top bearing, a screw that adjusts the friction. Of course if some one has replaced a coil and not aligned it properly, the flywheel can rub on the coil pole shoes. That will make the base plate impossible to keep from moving. . . . . . 😉

Yep what Garry said. I have a 4355 that is a great little runner. I still need to track down one of those recoil starters though if anyone has a lead on one let me know!
