      I have experienced only one analog meter that could read primary resistance a simpson from the 40’s. Always, almost ground the one meter lead to the laminations & test the other lead * hi voltage secondary. or points lead to get accurate readings. Except for dual fire coiuls & some old Johnsons with external grounds for both windings. If you have very high resistance you may have a bad spot in yoir windings or a non conductive spot in your wire in the windings or a carbon spot from arcing to ground, electricity going to the wrong spot. Are you sure you are reading your meter correctly?

      That meter can read the difference between points open & closed. Very fewe cam see the difference between 1 & 2 ohms.

      Be sure to checl your capacitors too, I bet they are bad if original. There is a thread on the new ceramic capacitors that are tiny & work great.

        this one  I used as a Telco  central office man … lots  of relays  in my early days

        Bell System Series AC DC Voltage Tester KS-14510-L5 w/ Leather Case & Cables | eBay

        has a 1  ohm  scale… pretty darn accurate

        some are still available on ebay

        prety darn accurate.   uses  a 30 volt  battery (rare as hen teeth and $$  ) so  I replaced   it with  3x9volts inside the case

        but found this utube 🙂  ….will order when my 3x9v  go dead
