      cannot get throttle to ‘fast’ starts, runs just cannot advance throttle to any kind of speed. linkage is good. unhooked and still cannot move to fast.

        OK, not quite sure what you are describing but are you sure the neutral interlock isn’t stuck?

        Perhaps you can post some pictures or better yet, a video
