Muffs or adapters are no true test of how good an impeller is. It’s basically just forcing water through the system. You could get water to cycle through even with a bad impeller or probably even if the motor isn’t running. Time to check the impeller or for blockages.
Has the motor overheated? If nothing obvious fixes the problem you can consider pulling the powerhead and having a look at the grommet at the top of the water tube….where it mates up with the powerhead. They can melt/collapse from excess heat….causing restricted flow.
Has this engine been used in salt water? Have you changed the water pump? Did you use the OEM pieces? Unfortunately, there is a chance that the upper water tube grommet(s) have crushed due to salt build up. This job requires pulling the powerhead and gearcase, could be some stuck bolts if it has been used in salt water also.
Nonetheless, you need to check everything else first before diving into this big project.
