Put more some fuel in the tank. If the filter in the tank is dirty, it will need fuel at a higher level to flow thru it. Loosening the copper line at the carb will confirm any flow.

One of them has a leaky fuel valve–the open-shut valve that is on the upstream side of the fuel line and sticks out throw the cowling. I replaced the line but I see now that gas is leaking out from somewhere in that valve–when it’s open, not when it’s shut. Can I fix it?

If the stem of the valve has a nut where it enters the valve, try snugging it up a bit. Not enough to keep it from turning, just enough to stop the leak. BTW, if you have a Harbor Freight store nearby, a spark checker is only a few bucks.. money well spent, if you like to tinker with motors.

If you have too many, AND not enough, you're a collector.
