      I don’t think the manifold has been off. I wasn’t paying attention to the drain issue when I pulled the powerhead to disconnect the shift rod, and I did use OMC gasket sealer on the powerhead gasket, but not heavily. Plus, I scraped off the old gasket. Is there any probability that I plugged something up?

      I don’t think the pump is leaking into the crankcase. If it was, hard squeezing of the primer bulb would probably load it up, no?

      I didn’t change the packing as it seemed sound and properly snug around the needles. Something to consider, though.

      In any case, this motor is getting tried on a boat before more tinkering…..

        I really doubt you plugged anything up when you changed the gasket, especially if you only used a light coat of OMC gasket sealer. I agree, doesn’t seem like the pump is leaking. Pumping the fuel bulb would probably make it idle worse, but did you try pulling the hose and letting it run like I suggested?
        And I agree with you, changing that packing can cause more trouble than it is worth sometimes, especially if old packing chunks end up in the carb…The packing is probably OK if the needle can be snugged up easily by tightening the packing nut slightly.
        I’m betting the engine will run fine once given a good run on a boat….
