I suspect that there once were some sort of steel spring clip or clips the allowed the cap to snap onto the hub. Looking at photo #6 , can you see the remains of any diecast studs that may have held clips? Absent retainer clips, a few dabs of silicone sealer will do the job.

Thanks Joe, but I am hoping to reach someone that might have or had a steering wheel with this setup that could tell me what held the cap on.
If there was a spring clip of some sort, when it was removed, it likely rubbed and lightly scraped where it was putting pressure on the steering wheel. Doing a little close up work with a light and magnifying glass might offer you a clue!
If there were metal spring clips on the inside of the cap, they most likely would have been held in place by staked over die cast pins. Look into the cap for signs of broken off pins.
There are no signs of anything broken inside the steering wheel cap. I ran across a boat at this years ACBS meet in Tavares, Florida that had the exact same Duo steering wheel as mine. I asked him if he new what held the cap on but he had no idea since he had never tried to remove it. He tried pulling it off but it didn’t budge. There was no movement which made me think that there was no spring holding it on. Someone out there knows the answer to this mystery I just need to find that person.
