        I would first ensure that your float, actually floats. If it does, and the height is correct (remove cap and inspect with fuel as Tubs shows!), I would think as stated the needle/seat combination is corroded, and not seating.

        I have over coated these floats as well, making them too heavy. Perhaps you relocated the float too high on the pin though to cause the needle to seat.
