I’ve restored mine. Used my fingernails and a toothpick to remove old paint . Used Dupli-color red transparent paint – see pictures for reference. The other side can be wet sanded with 1500 grid sand paper and re-polished.

I have good replacement emblems but I need some advice on the best way to remove and reattach them to them to the cowl.  They look like they have some sort of rivot and I’m not sure how that works.   Thanks for any help.

There is a pin in the middle of that plastic rivet and you can use a small punch to push it out from the inside of the cowling. That will allow it to be pulled out and reused if you are careful

A fellow on Facebook is making duplicate Golden Jubilee and Evinrude emblems and they look pretty good to me!
