There’s not enough drag on the dog plate to cause it to ride up the ramps
to engage the flywheel. Can’t find any diagrams on the rewind or magneto.
There was a small spring under the big nut when I took it apart. Didn’t
look like it belonged. Tried other springs, rubber grommet, etc. to induce drag,
to no avail. If a too long or spring with too much tension is used, it raise
the dog plate up the ramps, without pulling on the rewind rope.
Photos and a couple of short videos to show how it works.
Ideas welcomed, and parts diagrams or photos of the guts of an actual
      working rewind would be cherished!
      Thanks.

I think I have it fixed now.
I noticed the bolt had been re-peened and had non-factory looking punch marks.
I wasn’t sure if the plate was loose on the pin, or if someone had it apart before.
I had to grind the end of the pin off to get it out of the plate. Once apart, I discovered
there’s a copper clutch band that provides the needed friction on the dog plate.
I made a new pin and the old one was too short to re-peen once I got it out.
Then bent the clutch band tighter and reinstalled everything. I tested it out
on the motor, and it seems okay so far.
Took the rewind back off as I need to peed the pin tomorrow, and paint the rewind.
I’ve never seen this type of rewind before.

Great work Tom! My Flambeau recoil works fine, so I didn’t mess with it. Thanks for taking one for the team!

Makes me wonder what would happen if Flambeau and Bendix had teamed up to make an outboard?

I’m holding off bolting the rewind on until I’ve test ran it in the barrel,
as if I have to reset the high and low speed needles, it’s got to come
off anyway. If this nice weather holds out, I may be testing some of
this winter’s projects out soon! Was 50 degrees yesterday!
