i used an rusty small diameter chain, wrap it around more than once and tie off the end to the motor stand. It may slip a bit ,but when it does catch it works good. Get the chain links into the rope groove for a good bite.
I used it to remove and install the flywheel on my 25 hp at 105 Ft Lbs.
I have also made a tool to hold the fly wheel still, out of a piece of angle steel manufactured with all those holes and slots pre drilled, like an erector set piece. Put in two bolts with nuts and washers so that the bolt end will fit in the threaded holes or the non threaded recesses on the flywheel, like on a 9.9/15.

To tightenthe flywheel, I’ve been known to wedge a board between the prop and the cavitation plate, but on the small motors, like 3 HP, it just breaks the shear pin when you tighten the flywheel. I’ve also used a 1/2 inch drive air impact wrench and you don’t have to much hold anything, but you don’t really know how tight it is. The air impact wrench works great for removing flywheel nuts without holding the flywheel, and it works great on the flywheel puller center bolt too! I never leave it on long enough to shake apart the upper crank bearing.

hello, i have several 50’s and 60’s johnson and evinrudes from 3 to 40 hp.i have learned the hard way that the flywheel needs to be torqued.is there a tool to hold the the flywheel while torquing.if not i weld and can make one.any ideas appreciated.thank you

You can make your own for little or no cost. All you need is a piece of 2 x 2 lumber and a nylon strap, and a few nails.
And you will have a strap wrench as good or better than any you could buy. Heck, if you were to make it big and strong enough, you could spin a telephone pole with it.

Shoving a rope in the spark plug hole is actually in a few of the manuals. I suppose if it was good enough for the Engineers, should be fine. I prefer a flywheel holder myself, but don’t think it would do any harm.

                  .
take an old sparkplug, destroy the porcelain, use only the thread and weld a bolt on it,
just long enough to hit the piston before TDC.
I used such a tool, to remove the flywheel from my moped ( long time ago )
so I made several for my outboards
                  damage ? 🙁
till so far nothing bad happens 😎

                    .
of course , it will only work when the sparkplug is at the top of the cylinder.
                    btw. I like Tubs way
