Negotiations will be tricky, the seller is likely to be offended if you just spring the $100 offer in him. Give him some time to see if his ebay offer pans out, then gently explain all the various service operations that will be needed to make this a reliable daily runner…Finding a decent fuel tank will cost money as well…
PS-Don’t forget to point out the engine has been badly overheated at some point, and there may be hidden piston/cylinder damage/wear.
