What is the purpose of the red flagged adjustment next to the choke?

Yes as Dave suggests….that is a slow-speed fuel mixture adjustment. Start with it appx 1.5 turns out from GENTLY SEATED. With the engine running slow….gradually turn the knob in until the best running is achieved. Only works on the slow speed. Your engine has a fixed high speed jet.

Turning clockwise gets you a leaner mix; turning counter-clockwise it gets richer. Once it’s set you can pretty much forget it’s there.
