      Couple questions about my Javeline.
model # RJE-18. Serial # 215-600. Is this a 6 or 12 volt system. I am missing the starter and starter bracket. Bracket part # 376507. Missing starter as well. If it is 6 volt can it be upgraded to 12 volt? Few more questions but we’ll start with these.
      Thanks

The 1956 Rje-18 is a 6 volt starter. The 1957 RJE-19 is 12 volt. My understanding is that the brackets are different in the opening diameter for the starter motor. I am not aware of any other differences.

So I should be looking for a 1957 bracket. Will the choke solenoid be ok with 12 volts as well as the cut out switch?

A resistor can be used to drop 12V to 6V for the choke solenoid.  Battery has nothing to do with the cutout switch,

But if I get a 56 bracket I need a 6 volt starter? Or a 57 I need a 12 volt? I thought I read somewhere that the mounting holes for the starters are different?
What does a cutout switch do?

Mounting holes for the 6 volt starter are 2-1/4″ spacing and mount holes are 12v starter are 2-1/2″ spacing.   If you can find a 1957 bracket, part #376885, it will have 2 sets of mount holes so you can mount either starter – see pic.  Easier to go with a 12v starter and battery and as Frank noted, use a resistor for the choke solenoid.

Normally, the cutout switch does nothing at all.  However, if you rev those motors up in neutral (or bust a shear pin), they may continue to rev, even with the throttle backed off.  The cutout switch senses that condition and shorts out the ignition on one cylinder till the rpm  comes down, then continues doing nothing at all till next time.
