There are 2 wires coming out from under the flywheel. What are they for? It also had a tag on it that says MWCD, 1947, 206.

The two wires would have gone to a plug connection to hook to the kill button
        in the tiller handle.

There is no tiller handle and I am missing one of the covers for spark plug.

The disconnect plug for the kill switch was like an “old time” extension cord plug.
Mine was missing, but I found a NOS antique plug online.
There should be a tiller handle “out there”. Did you try a free want ad on this site?

I did look at the classifieds. What do you do to stop engine, unplug it?

If you’’re running it with out a tiller, just wire it to any simple on off switch.Completing the circuit grounds the points and kills the motor.

The tiller handle has a push button on end of it. To kill motor just hold button in until flywheel stops turning.

Here’s someone else’s PO-15 with an original looking plug
and tiller kill switch. My kill switch was broken, so I made
one with a new button switch and a piece of brass threaded
                      in the lathe.

There were short and long tillers for those. The long ones are easier to control the boat with, but if your boat has the rear seat real close to the transom like mine does, your body will get in the way of a long tiller. I have a short tiller on my PO, but would go to a long and put up with being in the way sometimes if I used it a lot.
