this thing followed me home the other day. I’m thinking I made a mistake. It has a pump (I think) not a propeller. It’s dirty, but it looks like the motor is all there. any recommendations? I also already ordered a part manual on e-bay. anyone have any luck with such a one?

The KT17 is a 2-stroke gas engine, just over 30cc that you can cobble onto whatever you like. Here’s one on E-bay:
