Dave do you think I have enough clearance for the inside steering with the pulleys. Do you think I need to raise the motor on the transom?

you will need to raise the motor. cavitation plate should be at least even with the bottom of the boat. then see how the steering works. the rear bar steering is easier to hook up you have the holes in the deck and maybe the pulleys in the front.

What happens if the motor is too low in the water?

Extra drag slows the boat down.

The boat has obvyously been cut down for a short shaft quicksilver lower unit. (Hydroshort Quicky) A standard hight outboard is over 16" to the AV (Anti-Ventelation) plate. Your boat more than likely was originally straight across the top of the transom. (I am going to have to take more pictures of racers at our meets) – – – 🙄
