While playing with the Merc O Tronic 98 today, I noticed that while testing some old coils it would cut out and pulse every second or so with the power maxed out. Is this telling me the coil is bad or worse yet, something is wrong with the unit itself?

I did see something in the manual calling the full power test a ‘high speed’ test but I just want to make sure.

Here’s a short video of it happening:

NEVER!!! let the full test on long . can ruin coils.
Just run it up to where the spark starts to runs steady , get reading then shut it down. that is all you need.
if I read right you came in at 1-2.5 reading.

Not sure if the Merctronic is designed the same, but my Stevens warns
you can cause damage to the machine, and only use short, 3 to 4 second "burst"
          while testing the coil.

I would put it down to overloaded power supply. Check the voltage of the supply when its happening. Video wouldnot play for me.
