There was one person that thought that it might have been used for a pump of some sort. I would post more pictures of it but I don’t have access to this engine. It also looks like there is something broken off the backing plate. I saw it at the Boone NC tractor/engine show. I don’t think the mounting plate is home made. It has a spot for an ID plate.
