A "Boathouse Repair" is one thats done without having tools or the skills to do it properly.

Thats a serious MOWER!

If we cant figure it out, what era at least do y’all think it is from?

The marina I acquired this from started in the 1950’s, and had bought out an evinrude dealership that started in 1929/30, so there were a few unique items still around.
