Center bolt is tight, right? I don’t know what is wrong. Too bad I can’t get my hands on it.

Make sure you have the little pin on edge/flange of spindle and hole on pulley engaged.

I’m thinking that spring should be pushed up on the shoulder of the
piece that’s bolted down, before it’s bolted down.

            Prepare to be boarded!

I watched your video. Now go back and do what I told you to do. The spring must be preassembled up on the shoulder of the spindle as in the picture I posted, before inserting the spindle into the rope pulley. You did not do hat.

Thank you very much. I can’t thank you enough. I got my starter pawls to engage.

I think I bent the spring a little bit so the coil of the spring was loose and not grabbing the shoulder enough.

This motor has been sitting in my storage for over a year because I couldn’t get the starter to engage.

It is a simple system but it really kicked my ass. Thank you again for your help.

Franks hits another homer right out of the ball park.
