I need to replace the clamp assembly on a 1958 10HP Evinrude. What is the best way to remove original serial plate so it can be installed on new clamp assembly. Also where can I get the rivets to reinstall serial plate.

Those are small drive screws holding the serial plate on the transom clamp. You can just drive them out from the back side of the clamp with a small diameter punch. Replacement fasteners are available at McMaster Carr or Fastenal. Just do a search for “drive screws” on their websites.

Thank You I thought the fasteners were rivets.
