The wobbler type pumps “displace” the water around the rubber
rotor as the eccentric “wobbles” it, forcing water “up” to the
power head. There should be no gaps where indicated in the photo,
or water won’t be properly displaced, or “forced” up hill.Prepare to be boarded!
January 21, 2019 at 2:36 pm #164201You will often see the rubber rotor is swollen because of grease leaking out of the gearcase. Major telltale sign is a gap between the eccentric and ID of the rubber. Also, the rubber often is swollen to the point that it fills the housing on the OD.
That pipe is the crankcase puddle drain. No water comes out there–at least there better not be. Water slobbers out of the slots about half way down.

January 21, 2019 at 8:33 pm #164234The “water seal packing” serves as a seal on the prop shaft to keep grease out of the pump. It is a properly fitting rubber washer. Let’s face it, most motors of that era had crummy seals. That’s why you were supposed to re-grease them so often. And use grease, not oil.
January 21, 2019 at 8:36 pm #164235You should be able to blow through the water pipe going to the powerhead. But do not ever remove the side covers from the powerhead unless as a last ditch effort. They are very difficult to reseal. The service manual says to send it back to the factory for re-sealing them. Kind of hard to do with the factory being long gone.
