isn’t all this similar to the oil slinger process  whereby any excess oil leaking out the top  is sucked back in  ?

Yes, very similar indeed, just missing the slinger, unfortunately.

Finally got the top shaft seal out with a homemade tool! The old seal is still in great shape but I change it anyway.

I think that tool clearly illustrates that “necessity is the mother of invention”.   Nice piece of work.

Well, you certainly put some engineering and thought into that seal puller.  Please don’t forget to check that intake passage to make sure it is clear as well.

For what it’s worth, I had a 58 J. 18hp with a leaking top seal. I used s tiny drill bit & vacuum hose to put a hole in the metsl of the seal 180 degrees out. Put a drywall screw in a few threads & had my pulling device. Cleaned every mating surface. including the seal as it may have mold release or oil, then used marine sealer & Correct sized scocket to tap into seated. I was lucky the side play in the top bearing/bushing was still within specs.  good luck
