That would be the rowboat version of a Navy hawse pipe. It houses the anchor up in a secure locked position. The anchor line ( rope, to you landlubbers) feeds through the cam lock mechanism. a quick jerk upward on the line, releases that lock dropping the anchor. The design that you have works best with a mushroom style anchor.
