So, I’ve got two spools available, the one that’s spiraled has a little damage that you can see where someone pried on it, but I don’t think it’s enough to prevent it from working right (and if so, it’s fairly easily repaired.) The yellow-painted one needs a steering shaft which I can fabricate pretty easily.
I think I’m missing a few pieces other than that, I know I need the bushings (which I can fabricate) but I’m wondering if I need a thrust washer as well between the wheel and the column. Does anyone know what sort of pieces I might be missing? Other than a steering wheel, what you see is pretty much what I have.

I’m pretty happy with how the retaining bolts turned out inside.

This particular one looks like it has a nylon bushing in there. Can’t find my snap ring pliers or I’d take it apart. I have to find a project boat to install this in !

Man, it’s not even a contest. The spirol-grooved one is way far superior to the old drum kind. The cables do not climb up on each other as you steer back and forth. That eliminates the snapping and popping and getting tight or loose as they do.

Make sure you wind it as the picture shows, with cables coming off the center of the spirol. Both cables will move fore and aft equally on the spirol as you steer.

Hint: The cables come off the TOP of the drum if attached to the FRONT of the motor. They come off the BOTTOM of the drum if attached to a steering bar on the REAR of the motor. Do it wrong and it will steer backwards.
