What’s the best clean-up? I’m soaking them in OMC power-tune / carb cleaner right now, then I thought take a small, stainless wire brush to knock off the rust and soak in oil?

Yeah, a lot of times NOS rings come like that.

I put down a piece of wet/dry or emory, mist with WD40 and lightly circle the rings on it. Usually just light surface rust.

Pick up a gallon of Evap-O-Rust. Should be able to find it just about anywhere you’d expect a somewhat wide variety of paint.
Clean them of oil and grease, drop them in it, wait 24 hours.

Seriously the easiest way I’ve ever found to remove rust. Easier than any sort of sanding, easier than electrolysis. About as hard as falling out of a boat.
          I love the stuff.

So long as the fluid is that yellow color, you can re-use it. I keep a clear gallon bottle for the stuff I’ve used before so I can gauge when I need to replace it
